free cross platform VM with debugger
does anybody know a virtual machine kind of like sun virtual box that runs on linux and windows and has a debugger?

What kind of debugger are you talking about?
Virtual box run well under windows and Linux, vmware too.

The whole OS? You use special firmware? Are you sure it is the right solution?

I think I read somewhere that you can build Bochs with its own internal debugger. Check it out.
