A forum server? I don't quite understand what you're looking for. The web forum software (if that's what you're looking for) of my choice is phpBB. It is free, requires PHP and an SQL database like MySQL or PostgreSQL.

You'll also need the Apache web server (httpd), of course. It's called "server" - the forum program usually isn't. Apache comes with Redhat.

On a semi-related note, about how much webspace is needed to host a decent size forum?

My little personal phpBB forum with 6400 posts requires about 2.6MB webspace and 5.5MB for MySQL storage, so the space requirements are pretty sane.
