And you checked to see that the openbook-dssl packages were also installed?
I did ask you to check, but you have given no indication of that.
Does the make continue to give exactly the same error?

So now that all of those packages which you were missing are now installed, can we please see the output of the make command?

Irregardless of whether or not it was not installed, and it now is, can we please see the output of the make command, now that things have been verified or installed as necessary?

So still no difference, oh dear.
This is has become very much a package specific problem.
I have exhausted all possibilities of solving the problem and can only suggest, and in fact, urge you to e-mail the developper of the software to ask for a fix.
The developper will be only to happy to receive information about his/her package failing to be built, and I trust that you will post on here the information you receive back on how to fix this problem so that others may learn of the solution.

should I email the whole make stuff?
And the whole reason I need this to install is cuz fontconfig-devel-2.2.0 -1 needs fontconfig-realpkg 2.2.0 is that the same thing Im tryin to install?

You only need to e-mail a brief description of your OS version, C compiler, the list of packages we went through and their version numbers, and the most importantly the relevant error message details --
Making all in doc
make[2]: Entering directory `/usr/xrpm/fontconfig-2.2.0/doc'
rm -f fontconfig-devel.txt
docbook2txt fontconfig-devel.sgml
Using catalogs: /etc/sgml/sgml-docbook-3.1-1.0-17.cat
Using stylesheet: /usr/share/sgml/docbook/utils-0.6.12/docbook-utils.dsl#html
Working on: /usr/xrpm/fontconfig-2.2.0/doc/fontconfig-devel.sgml
No way to convert HTML to text found.
make[2]: *** [fontconfig-devel.txt] Error 8
make[2]: Leaving directory `/usr/xrpm/fontconfig-2.2.0/doc'
make[1]: *** [all-recursive] Error 1
make[1]: Leaving directory `/usr/xrpm/fontconfig-2.2.0'
make: *** [all-recursive-am] Error 2
I would hazard a guess that fontconfig-devel-2.2.0 -1 needs fontconfig-2.2.0-1 and that fontconfig-realpkg-2.2.0-1 is something else again.
