Exactly, if you want to use Konqueror from KDE, you can. I use Fluxbox as my only WM, and I use quite a bit of the KDE tools such as Konqueror, KMail, KMix, KMail, KWrite, Kate and such. I think KDE's programs are great, but their environment is really, REALLY slow and too complicated. Fluxbox is completely customizeable, which is why I like it so much. I have quite a few keyboard shortcuts that I use for my functionality probably more often than I use the mouse.
