Firestarter Configuration problem

When I try to run Firestarter I get a window that says

A proper configuration for Firestarter was not found. If you are running Firestarter from the directory you built it in, run 'make install-data-local' to install a configuration, or simply 'make install' to install the whole program.

When I go the the Firestarter directory in the ETC folder and run both those commands I get this.

make: *** No rule to make target `install'. Stop.

and

make: *** No rule to make target `install-data-local'. Stop.

Please help! I'm running Fedora Core 5 on a IBM Intellistation.
