Firefox Lockdown Options
 
Is there any way to limit the number of tabs that can be opened in Firefox? Also is there a way to only allow 1 Instance of firefox to be opened?

This option isn't available in Sabayon.

I'm Running Feodra 11, Firefox 3.5.

I tried the Add-On: "Window and Tab limiter"
But it can be bypassed by executing Firefox with something like:

Are you running firefox as root? If so, that explains it. You are using Root's account, and root does not have this addon installed. If not, I have no idea.
