Fetchmail and sendmail refused connection to localhost port 25m red hat 5

Im trying to move Exchange server users email to sendmail mailbox's

In the migration process Ive tried to configure fetchmail to connect to IMAP process on exchange server ( on the local domain) and place mails in local users mailbox on Redhat Enterpise 5 Linux server.

Although RHEL5 server connects to MS SBS 2003 exchange server OK I cant deliver to sendmail mailbox.

fetchmail: connection to localhost:smtp [::1/25] failed: Connection refused.
fetchmail: SMTP connect to localhost failed

Even Telnet localhost 25 is refused on the rhel server

telnet localhost 25
Trying ::1...
telnet: connect to address ::1: Connection refused
telnet: Unable to connect to remote host: Connection refused

However if I telnet to either IP adress on the local host it works

telnet 178.1.25.245 25
Trying 178.1.25.245...
Connected to 178.1.25.245 (178.1.25.245).
Escape character is '^]'.
220 rhel5.mydomain.london ESMTP Sendmail 8.13.8/8.13.8; Thu, 25 Sep 2008 06:41:24 +0100

telnet 10.1.55.235 25
Trying 10.1.55.235...
Connected to 10.1.55.235 (10.1.55.235).
Escape character is '^]'.

I have tried turning off firewall, adding the IP adress of the exchange server into /etc/mail/access as a RELAY Ive even copied back original sendmail.mc , and wiped my local /etc/hosts file, but no change

All other parts of sendmail work, Send mail out to internet Receive mail back from internet send local mail, Masquarade, All accounts on RHEL5 are able send to local users and internet domain accounts.

Someone help me with some more suggestions on stuff to check please !

This ones getting me anoyed
