Fedora won't boot my self compiled kernel - stuck in dracut emergency shell

Hi everyone. I've been running Fedora for a while now with very few issues, but for some reason, it won't boot a kernel that I compile myself. When I disable the splash and put debug options on, it looks like dracut is trying to find my partition and can't find it (/dev/disk/by-uuid/<UUID> does not exist.) In fact, the entire /dev/disk directory does not exist. It keeps checking over and over for about 190 seconds before it puts me in a dracut emergency shell. There is a log, which it says can be put on a mounted USB drive, but it doesn't even make it to the point where it creates files in /dev representing my drives, so I have no idea how to even mount a USB drive. Can anyone help me figure out what's wrong?

steps I did when installing the kernel:
  • clone from kernel.org git
  • make localmodconfig and accept defaults for everything new
  • make
  • make modules_install install
  • dracut --regenerate-all --force
  • grub2-mkconfig -o /boot/efi/EFI/fedora/grub.cfg

I have successfully done this multiple times on Ubuntu, so maybe I'm missing something Fedora specific?

It turns out the problem was localmodconfig. I think it wasn't including some module it needed to boot because it wasn't currently loaded. I used olddefconfig instead and it boots now.

Hmmm - first thing I'd be doing is diff'ing the .config's.
Been a (long) while since I did a custom kernel on Fedora - these days I just grab a rawhide kernel. Usually has what I need in regard to new features, and if not they are happy to take a bugzilla to justify its inclusion.
