I am not much of a developer, but I think kdevelop and anjuta may meet your needs. Kdevelop has a qt GUI designer or you can use the separate app shipped with qt. I think Anjuta can be used to design gtk apps using Glade.
Any tools that aren't necessarily Qt or GTK+ based. I don't know if that is possible, or desirable. I am only a beginner when it comes to programming, and I am hopeful to learn more - alot more. Aside from a class that dealt with Microsoft Visual Basic (which hid most of the programming), I only have experience with non-graphical programs (small console apps, basic shell scripts, etc.).
