fdisk only reports 16 drives

I'm running a system with an LSI SATA controllers with a total of 18 drives attached to them. I see all 18 drives getting initialized and registered with the kernel as sda-sdr, and they show up in /sys/block/sd[x]. But when I issue a 'fdisk -l' it only dumps out the first 16 drives, sda-sdp.

At first I thought it had something to do with BusyBox, but I have since tried a standalone version of fdisk and that didn't help. Does anyone know what might be the issue? Could be a library issue since it seems to be an application and not a kernel issue?

Well I figured out my issue. It was an issue with the device node creation. I was creating /dev/sdq and /dev/sdr with device node major number 8 and minor numbers 256 and 272. Once I changed to using device node major number 65 and minor numbers 0 and 16 drive 17 and 18 started showing up.
