Dell creates two partitions. One for Windows and the other is the restore partition. The restore partition gets used only if use the restore CD. All files on the Windows partition gets overwritten when using the restore CD.
If you just want Linux and not ever look back at Windows, you can wipe the whole entire hard drive. Then make Linux partitions. However, Dell will give you a run around if you want Windows back on your computer.
I recommend buying a second hard drive, so you do not screw up your Windows drive. Before installing Linux, disconnect the Windows drive, so you have no chance screwing it up.
