Faxspool not putting any jobs in queue

I am setting up xsane with mgetty-fax.

When I scan a text and run the command to put the file in /var/spool/fax/outgoing it looks as if it works and there are no errors in the logs. But no job is put in the queue.

Something misconfigred, but what?

Later: Solved it myself: I put a file "fax.allow" in /etc/mgetty and this made it work.
