Welcome to LQ.
You could try with a CPAN install instead. First the dependency PAR :
# cpan
cpan> install PAR
.. and then PAR::Packer :
cpan> install PAR::Packer
I got no errors with either. EL 5, 64bits.
cd PAR-Packer-1.013/ && perl Makefile.PL && make : Also no errors.

I installed the normal, but error with server have installed cpanel.

i've got answers from cpanel technical, it failed because /tmp is mounted with noexec.
