download and install 7.2 instead of 6.2, and not NEED to do an upgrade, nor need the Internet.

...and back to "Are you going to
PAY FOR RHEL??" Your project/testing is, I'm sorry to say....ridiculous. You're saying:
- You have a 'requirement' for RHEL 5.1 for some application (which you won't tell us about)
- You need to move to new hardware, which RHEL 5.1 won't run on, because of its age, and you're told "Don't do this: load RHEL 7.2 and pay for it, or load CentOS 7.2"
- So you promptly load yet another old version for testing, and get told "You really should upgrade to 6.6"
- And then say you can't/won't, but don't worry!! You'll somehow upgrade to RHEL 7 when the project meets the deadline.
- ...which means that you'll be trying to run your 'application' on a server that's not been tested, with an operating system that's not been tested, and you'll be no closer to actually doing the research you need to do, to fix any problems, until the system is ready to go live????
