Angry Errors when installing software!

Hey there, I'm new around here. I'm very new to Linux to I apologise if this is a very simple question!

I'm trying to install TCL on my Linux box (running RH9). I am following the instructions in the readme file however when I type ./configure in the Terminal I get the following:

[root@localhost unix]# ./configure
checking whether to use symlinks for manpages... no
checking compression for manpages... no
checking for gcc... no
checking for cc... no
checking for cc... no
checking for cl... no
configure: error: no acceptable C compiler found in $PATH
See `config.log' for more details.
What does this mean, and what should I do?

What does this mean,
That you don't have a C compiler installed,
or that it's not in your path ...

and what should I do?
Install a C compiler, I guess, or adjust your PATH ...
