do this:

$updatedb (warning:may takesome time-creates a DB of all files on ure system)

slocate should find this file in /usr/lib/

so if it is in /usr/lib then, u have to link that file to the /usr/X11R6/lib/ location(which is where ksmoothdock is searching)

modify the followinf command , depending on where libfontconfig is (usually /usr/lib)
$ln -s /usr/lib/ /usr/X11R6/lib/

if there is no libfontconfig on your entire machine, then u have to reinstall the X font packages (not sure which one)
oh and try kxdocker if u dont like ksmoothdock...its easier to configure..
