error in mysql-libs

you're installing non-mandrake packages onto a mandrake system. don't. that's presumably a redhat rpm you found somewhere else....

Uninstall the old package or try this :

rpm -Uvh mysql-libs-4.0.18-1.i386.rpm --force

force?? good grief no... as i said, these are NOT compatible.... redhat (or whoever) divide up mysql in a different way to mandrake. you'll be on a seriously downhill track if you honestly think it's a good ide to force something like that... which will clearly create duplicate files and all sorts of nasty rubbish.
