It sounds like K3B is trying to use some sort of program to normalize the volume levels on the songs you're burning, but you don't have any sort of program installed. Try opening up K3B, going to Settings --> Configure K3B --> Programs and checking which program you have under the "normalize". On my system, it's /usr/bin/normalize.
If nothing's there, try installing normalize and see if the problem goes away.
