Error converting text from IM to UTF-8


In GTK apps (such as gnome-terminal and gvim) when I enter an accented character using AltGr (such as AltGr-e-') I get the error message

Error converting text from IM to UTF-8: Invalid byte sequence in conversion input

After some searching, I found it's related to this environment variable:
GTK_IM_MODULE=xim

If I clear this environment variable, AltGr works. I'm using Ubuntu 11.10. What is setting this environment variable, and how do I configure Ubuntu to fix this?
