enabling virtual users in pure-ftp?

In the documentation it says I have to do it at compile time, but I used apt-get, so is there another way of doing it? Another thing I noticed, the debian version (not sure about others) has no configuration file at all. So how do I do things like change the port, or welcome message for example? There's a conf directory but there's just a few files in it that don't have much, there's not like a master config or anything.
