The easy way to test it is simply to convert the same file at both 0 and 10 and see which one has the larger file size. The larger one will be the higher quality.
I wasn't familiar with AudioKreator, but I just spent a few minutes playing with it, and it seems that it's simply a frontend for encoders like lame (mp3) and oggenc. FYI, lame's quality setting is 0 for best and 9 for worst, while oggenc sets 10 as the highest quality. It looks like AudioKonverter just gives you those same settings.
