From normal mode:
1) Press "o"
2) An "open" field appears on the left portion of bottom status bar of dwb:
a) Type in "dwb:settings"
3) Hit 'Enter'

Works for the other settings pages also:
Bookmarks Quickmarks History Searchengines Downloads Keys
dwb:bookmarks; dwb: searchengines ... etc.
