During downloading - knobbled browsing question
 
When a download has been started, in my case from Konqueror, the extra information window pops up showing me source, destination and the download rate. The download hogs the available bandwidth until it has finished, so that browsing is very slow for awhile.

I have tried keywords in the search on this site, but found nothing useful, and I am not even sure the download window is really part of Konqueror, or maybe a separate service.

Is there some way of more fairly setting up the download rates so that some bandwidth will be allowed to applications that arrive needing it, yet still ramp it up to maximum for the remaining applications when some are closed?

Forgive that I put the thread here, because I am not sure it is really a pure networking thing, or maybe something about the browser software.

I think you're referring to Kget, which is a KDE download manager that can be used as Konqueror's download manager. It doesn't seem to support bandwidth management. If you want to do that, the command line wget has a --limit-rate=xxk option, which limits the download speed to xxKB/s.
