Question dpkg on mandrake?

Hey people,

Is it possible to use dpkg to install stuff on other distro's?

what i want to do is install .deb's from debian 3.0 in mandrake 8.2/9 if you can use dpkg what is required and if not is there another way (not alien i know about this and it doesnt work for me, gives an error on line 128 control file not found or something)

is there maybe a program that intenally can change between package formats.
