Downloading a remote Website

I have a frontpage designed website on a ISP's server. I plan on moving the site to be hosted locally here. However they do not have ftp turned on and the only way to upload files is via Frontpage. Is there a way for me to copy an entire website (pics/html/links/etc etc) without using ftp or Frontpage?
