Does "apel-xemacs >= 10.4" really exist?

Does anybody know where I can find apel-xemacs >= 10.4 for xemacs-21.4.12-6?

When I try and install this version of Xemacs it tells me that I need "apel-xemacs >= 10.4" in order to run Xemacs.
When I search for this elusive presumably rpm package, all I find is "apel-xemacs-10.4-3.noarch.rpm.
I have this up and running on my computer, but when I try and install Xemacs, it still insists on needing "apel-xemacs >= 10.4".
Does anybody know how I can sort out this problem?

i think this is a bug in RPM or something, i have xemacs but i don't want it and it's using 130MB of space on my 4GB partition, but rpm -e emacs gets something along the lines of xemacs needs apel-xemacs, and vice-versa.
