hi
how can i modify or create file called "device".I mean is there any mean to open such file,

sorry, this makes no sense... what are you actually trying to do...? "device" could mean anything.

i mean that can i open "device file" such as "dsp"(location /dev) and modify its content

/dev/ entries are not files. they have no content to edit. they are symbolic references to memory locations, ports etc... only thing about them really is their minor and major block numbers. again, explain what you are actually trying to achieve.
