Desktop 'Wall-maps'

I am looking for a RPM package that will

a) display a map of the UK, and
b) allow me to enter a 'pin', plus some text, at various locations.
c) show a scale that will allow me to calculate the distances between 'pins'.

This should run from the PC, not be net based.

I have searched for packages but can only GPS stuff or "Google Earch" (net based) equivalents. I am not even sure if this is the right approach, perhaps a scanned map image to some viewer that will allow me to 'pin' the text?

A route planner is not necessary, simplicity is what I'm after.

Can anyone offer any suggestions?

have you looked into quantumGIS or grass?

Both are really nice opensource GIS apps
