Debconf and debhelper...
 
Sorry what are the differences between debconf and module-assistant?

From the package descriptions, it seems debconf is used for configuration management and is used as an interface to ask the user questions at package installation (things like "XXXX.conf has been modified, should I replace it with the package maintainer's version or keep the existing version?").

debhelper seems to be more for helping you build packages from source. Things like handling dependencies and whatnot.
