cyrus-imapd issue with renaming of mailboxes

I have a soon to be production box, running RHEL4, and on this box I can not change the user.name to user/name. I've read everything I can about Cyrus and Imap articles or possible solution I can find and still no such luck.
On my test/dev box it works fine, but even changing the settings on the imapd.conf file for unixhierarchysep, will not work.
I've uninstalled and reinstalled the cyrus-imap rpm package, still no luck. From what I've read adding the "unixhierarchysep: 1" into the imapd.conf file should have allowed me change the user.name to user/name, but it didn't.
I've also compared the two servers and the their settings, but can't see anything different, whether it be file size, or permissions.

any ideas??
