Cygwin

What is the best way to determine how Cygwin was used on a computer after it had been uninstalled?

What do you mean by "determine how Cygwin was used"?. If you want to know what the user have done with cygwin before, I really don't know how you would do that. Now, if you actually want to check if Cygwin was completely removed, you will need to delete manually C:\cygwin folder and remove the cygwin keys manually from the Windows registry.

Google for "remove cygwin" and you will find the keys you need to remove from the registry.
