Custom Mouse Focus


Hey, so I have an idea of how I want my mouse to operate, but I'm not sure how to go about doing it. (And I'm ok with digging into source code or configuration files if I need to )

I'm using Linux Mint 13 with Cinnamon.

Here's how I want it to work:
When the mouse enters a different window I want MOUSE focus to be transferred, but the window shouldn't raise and the keyboard focus should stay in the original window
When the user clicks once, keyboard focus should be given to the clicked window, but still don't raise it.
When the user clicks a second time the window should be raised.

How would I go about doing that?

Do you think two different focuses exist for mouse and keyboard?

here is a little overview: The X Windows System, see page 21, point 8.1 about focus. This is an old document, but I think it is still valid.
