Cure for terrible practice regarding "root" on intranet

A server on an intranet has been set up so everyone has root. Ok, its totally offline and they are all good friends (;-)) . The problem is how its been done, generally a user would be created with adduser from a root account and then /etc/passwd edittied directly so that new users entry reads 0:0 (!!!). This works, not suprisingly, but the problem now is audits - everything is stamped as "root" even through the users are logged onto their "own" acounts. Even a simple "ps -Af" shows nothing but root users.

Whats needed is a way of giving these users root access but retaining their usernames. All other servers (such as production) certainly honour the usual practice of assigning low priveleges and using su for root commands, but this really is a chuckabout maching and all thats needed is a way of seeing whos processes did what ... thanks

PS don't overlook the obvious, not really worked with this before.

Try using sudo, everyone has their own usernames & as an added benefit everything they do is logged to the actual root user - so you know what they do etc.. Helps when someone performs an upgrade that later breaks something & so on.
