Cups questions

I would like to know if this could be done because I have tried and cannot figure it out.
I want to set up cups to that it captures and pauses any print job sent over the network to a printer that is hooked up to the comper locally. I would also like the computer that conrols the printer to be the only computer able to release the jobs so they can print. I am on a Novell network with novell configured print queues.

Can this be done?

Thank you
