Question cron.daily runs at the wrong time


For the past week my cron.daily jobs have been running at 7 am instead of 4 am.

My /etc/crontab file is set to:
02 4 * * * root run-parts /etc/cron.daily

My server time and time zone are set correctly.

User crontab jobs run at the correct time.

Does anyone know what else could be causing this?

Here is format

Minute - Minutes after the hour (0-59).
Hour - 24-hour format (0-23).
Day - Day of the month (1-31).
Month - Month of the year (1-12).
Weekday - Day of the week. (0-6; the 0 refers to Sunday).

I know mine runs at 4:00 AM but its entry is:
00 04 ..... root run-parts.....

At least I thought....

Oops. I may not have pasted in the entire line. Here is the run-parts section of my /etc/crontab file:

# run-parts
03,18,33,48 * * * * root run-parts /etc/cron.quarter-hourly
04,34 * * * * root run-parts /etc/cron.half-hourly
01 * * * * root run-parts /etc/cron.hourly
05 0,6,12,18 * * * root run-parts /etc/cron.quarter-daily
02 4 * * * root run-parts /etc/cron.daily
22 4 * * 0 root run-parts /etc/cron.weekly
42 4 1 * * root run-parts /etc/cron.monthly

Isn't my cron.daily set to run at 4:02 am? It has been running at 7 am.
