Question CREATE TABLE problems in MySQL

My webmaster can connect to the server and ftp his files over, but when he tries to create a database it tells him that he doesn't have the privelages. I created the database, but now he can't create the tables inside the database.
I tried: GRANT ALL on db.*;
I tried: GRANT ALL ON data_base TO 'user' IDENTIFIED BY 'password';
But none of it works. Any suggestions?

mysql_error: Cannot create table01 table. create command denied to user: 'user@ip-address' for table 'table01'
