CPU & fan control on 2.4 kernel


I have been looking at a page about Laptop Mode Tools. But looking at the main LMT page, it is a bit unclear to me if it will work properly with a 2.4 kernel without the Cpufreq features of the later 2.6 kernels?
Does this program also control the fan? And if not, where should I look for this?

My logic says it can't do nothing more than you can do manually with sysctl. Look into /proc/sys to see what's possible with your kernel.
