Openoffice Draw is pretty minimal, but it might do what you want.
Xara (http://www.xaraxtreme.org/) is more complete. You might want to evaluate the free version.
afaik there is no program for linux that can handle .cdr graphics. I convert them to .svg with the tools in farslayers links. Uniconvertor is also in the repos.
In Inkscape I find that custom page sizes can not be given and the matter gets printed in the centre of the page. I use Epson color 670 printer. Is it possible to do page setup in inkscape / linux?

Indeed, Inkscape is the tool which could best be described as Corel replacement. There are other vector drawing programs as well, but Inkscape seems to be most complete.

In that case I have a question: how do you create the envelope effect which allows for a text to be slanted so that it looks as if it was pointing away from the reader or something like that?

Mmm, custom page sizes can be defined. There's an option to set all the document properties on the file menu. If that's not what you wanted try to describe a bit better the feature you are looking for.

Some setup can be done in the printing menus and some other configuration menus depending on the application that you use. Global settings can be done using localhost:631 on any browser. That's the standard way to access the cups configuration (assuming that your printing server is cups of course).
CorelDraw 9 should actually run within Wine, so if it has to be .cdr, then use the creator application itself. You can then still use CorelDraw to save those files into some other format.

Seems to run on Suse 10, no other systems are confirmed, but most people don't care about giving feedback to winehq, so chances are good that it will run on most current Linuxes.

Create your text. Convert to Path. Draw a rectangle. Convert to Path. Use the node tool to shape the rectangle. Select the text FIRST, then the rectangle. Effects -> Perspective
Sometimes the text is rotated when put into the envelope, if that happens, prerotate the text before enveloping.
Ah, I hadn't thought of looking there, thanks. The plugin made me install a number of dependencies before it worked and it isn't as easy to use and especially modify as the Corel variant, but at least there is some option.
The Ubuntu package maintainers could have done a better job of including those dependencies. There are numerous effects there, and many don't work without manual installation of the dependencies.
I'll have to check whether it works better on my Gentoo box.

You are right, it is not as easy as in Corel. The effects are pretty recent as well I think, I can't recall that I saw them before looking for a solution to this problem.
In Debian I didn't have any problem installing the effects, it was some python package which installed easily with apt.
There is also an extrusion effect. Which also works easier in Corel by simply dragging the mouse.
