Copy stdout to stderror?

I am trying to view the contents of a PIPE half way through.

I have worked out how to do it on *nix using this 'tee /dev/stderr':
Code:
$ echo 'hello world' | tr '[a-z]' '[A-Z]' | tee /dev/stderr | sed 's/L/_/g'
HELLO WORLD
HE__O WOR_D
$
Is there a way to do this on systems (such as cygwin) without the /dev/stderr file available though?

You can tee a command to any file you choose.
