How can I make Cool 'n' Quiet work on Phenom II? In idle with Cool 'n' Quiet enabled it should be around 800Mhz. My distro is Mandriva 2009.1.

Please make sure that:
- You are running a v2.6.7 kernel or later
- That you have sysfs mounted /sys
- That you have the core cpufreq and cpufreq-userspace
modules loaded into your kernel
- That you have the cpufreq driver for your cpu loaded,
(for example: powernow-k7), and that it works. Check
'dmesg' for errors.
Have you activated control of the CPU frequency in the kernel with the package "cpufrequtil" and otherwise met the conditions listed in the last part of the results of "powernowd"?
Have you checked the BIOS setting, if any, for "Cool&Quiet"?
If you have, your post indicates you should check for possible problems with cpufreq loading.
Open a terminal and, with root privileges, use the command "lsmod" and "dmesg" to see what modules are loaded at boot, and post the results.
