it really depends on what you want
a studio program like "cinelerra"
http://heroinewarrior.com/cinelerra.php
or kdenlive
http://www.kdenlive.org/
or as ukiuki mentioned ffmpeg
a terminal based set of programs
or Mencoder also a terminal program
or
a simple limited program like "handbreak"
it dose not do much but what it dose it dose WELL

Thank you for your quote. However I am not conversant with terminal commands. I am looking for a user friendly software to convert video files from one format to other formats. I tried the other two software, but it did not work properly. Thank you once again.

both gnome3 and kde4 desktops
have a ffmpeg and / or mencoder "action" for the r-click menu for Nautilus , Dolphin , or konqueror.
check your distro's repos for your desktop
it is possible to r-click a avi and select convert to ogg , or mpg

First, every recoding is going to reduce quality, it is inevitable because codecs used are lossy.
Second, you may not need to recode anything, maybe just packaging it in a different container would suffice.
To sum it up, you need to dig a little deeper into this, knowing what you are doing always helps.
Get answers to these questions:
What video standard is used in source video?
What audio codec is used in source video?
What container is used in source video?
What video standard, audio codec, container you want to convert to?
