converting tar files

Does anyone know if there is a way to convert .bz2 files to .tgz, so that they can be seen by pkgtool in slackware 10.0.

batch convert if possible

I don't know of any but tgz files are invoked by the makepkg command in Slackware with special do-install type files and so on.. a bz2 is just a bunzipped source file. You'll most likely just have to download it, unzip it and install by source.
