Converting ID3 tags from v2.3 to v2.4

Does anyuone know of a tool that will convert the ID3 tags in MP3 files from v2.3 to v2.4? My tags are iso-8859-8 encoded (done in WIndows XP Home) and I need to convert them to UFT-8 (so that Amarok will recognize them). The eyeD3 tool will not work on v2.3 tags.

You could try easytag and see if works.
