ConnectTimeout only in openssh 3.9

We need a ssh timeout for a scp between two systems.
But in the actual ssh version in AS 3 (3.6.1p2-33.30.6) this feature is not implemented.
But In AS 4 this feature is set:

ssh -V
OpenSSH_3.9p1, OpenSSL 0.9.7a Feb 19 2003
-> ~
Manpage ssh_config:

ConnectTimeout
Specifies the timeout (in seconds) used when connecting to the
ssh server, instead of using the default system TCP timeout.
This value is used only when the target is down or really
unreachable, not when it refuses the connection.

Ok, this option will be not part of ssh within redhat AS3.
