configuring pam

Im running gentoo with kernel 2.6.4. Im wondering how i can configure pam so that I can change things like passwd prerequresits like has to be so many character long, so many caps, and numbers and what not. Pretty much i want to make it so if i want my passwd to be passwd, it wont dissagree.

Thanks.
