Question "configure: error: can not find sources in <dir>"

I am a newbie to linux. I am trying to install a softare called D'Agents. I have been following the instructions as given. When I say :

make tcl_agent

It stops at a point saying-

configure: error: can not find sources in \<path>

I have checked the \<path>. I see that there are files in it, including 'configure'.

Am I forgetting anything to run along with the 'make'.?

Should I have to include the directories myself? If so how?( Unfortunately nothing have been mentioned about these in the documentation!)

What is the purpose of 'configure'?

I am using Redhat Linux9.0. I sincerely appreciate any help on this.
