cms versatility question


We have never used CMS and have a need for two distinct groups of users to participate in the creation of data, one group can afford to learn how to work the system and may need many options, the other cannot and needs only basic options.

Questions:
Is there one CMS package suitable and configurable for both (Plone?) even if two different pieces of software have to be configured, one for each group?
Is it feasible to use two different packages (one simple, one complex) with the "complex" package being able to access the database of the "simple" one?
Can CMS packages work with flat files?
Any other suggestion most welcome.

I'd suggest that using 2 different packages with a shared database will be unlikely to work successfully, most of the CMS's I've seen haven't been very complicated to use though .. the basic usage is pretty obvious and more complex tasks can be learned by the people who have the time to sit down and read the fine manual.
