chmod not working?

I'm certain this is something simple I'm missing here.

As root, make /mnt/win readable:

bash-2.05b# cd /mnt
bash-2.05b# chmod +r win -R

As user, cd to /mnt/win:

bash-2.05b# exit
bash-2.05b$ cd /mnt/win
bash: cd: /mnt/win: Permission denied

...And I can't read it? Where did I go wrong in my chmodding?

(potentially relevant info: system is Slackware, /mnt/win is a FAT partition)

You need both r and x permissions to cd to a dir. However, the way to do this for a FAT partition is to add umask=000 to your mount options, or umask=022 if you want to give readonly access. Also, the -R option to chmod should come before the directory, some versions will try to treat the -R as a directory if it is after.

you can't use chmod on FAT. Fat doesn't support unix right.
If you want to make it readable, mount it with a umask flag, like :
mount -o umask=022 /dev/hdXY /mnt/win
