changing the default language for a terminal

I am trying to change the language on a system from english to chinese. When I try to change the enviroment variable from the english file to the chinese file, only windows which are opened from that terminal will come through in chinese. However the terminal itself is not in chinese. Any ideas on how to get this working?

Cheers,
Michael
