From the command line the passwd is the way yo do it.

From a GUI it depends on your distro and your GUI but in ubuntu you can go to

System > Preferences > About me. and click on change password.
To change your own password.

or

System > Administration > Users and Groups. Which will allow you to change all the other users as long as you have correct permissions.

There are similar applications other desktops. Could you be more specific - which distro are you using - What are you trying to achieve etc.

You could also open the /etc/shadow file with any text editor and replace the salt/hash for the user with a new one. But why exactly is it that you are unable to use passwd?
